California Advances Legislation to Increase Access to Plasma-Derived Medicines

(SACRAMENTO, CA) – Assembly Bill 2009, authored by Assemblymembers Phillip Chen and José Luis Solache, Jr., passed unanimously through the California State Senate and is one step closer to becoming law.  

“While advances in treatment continue to give the bleeding disorders community hope for the future, patients like me still require lifelong access to plasma-derived medicines,” said Zuiho Taniguchi, Board Member of the Bleeding Disorders Council of California and CalPlasma Ambassador living with von Willebrand disease (VWD). “My daughter, who also lives with VWD, and countless others in the bleeding disorders community, rely on timely access to treatments that replace missing clotting factors, support healthy blood clotting, and help us continue living full, active lives with the people we love.”

Beyond their well-known use in treating bleeding disorders, immune deficiencies, respiratory conditions, and neurological diseases, plasma-derived medicines play a critical role across a wide range of medical needs. They help manage pregnancy-related complications, support immune health during cancer treatment, restore fluid levels for burn patients, and reduce excessive blood loss during trauma and shock. By modernizing regulations for source plasma donation centers, California can strengthen its plasma supply system, support a more resilient health care infrastructure, and help ensure patients have reliable access to the medicines they depend on when they need them most.

With Assembly Bill 2009 (Chen and Solache) unanimously passing the Senate, the legislation will now return to the Assembly floor for concurrence before moving to the Governor’s desk for a signature.
